The Minister of Finance Ali Hassan Khalil said on Wednesday that the Regie has become “highly influential in the national development process and has been able to harmonize its role and responsibilities in supporting farmers and protecting national interest and economy with social development through its portfolio of projects".
Khalil was speaking at his office in the ministry during the delivery of financial contributions from the Regie to developmental projects in 16 villages in the south, north, and Bekaa. The meeting was attended by the Regie’s President and Director General Mr. Nassif Seklaoui, members of the Board of Directors, and municipal chiefs.
In his brief speech Khalil said: "in recent years, the Regie has been in contact with villages involved in the agriculture of tobacco and other crops, through contributions that may not be sufficient, but certainly leaving a touch and affecting local communities".
Khalil noted that the 16 projects are "small”, but they have an important role in people's lives through their diversity". "This will continue to be the theme on which we will be working with the Regie’s management in the coming period. Our aim is to enhance its role and potential while more closely working on issues related to people's lives." 
"Unfortunately, over the past few months, we have experienced a government blockage, which may have delayed the achievement of many of our programs and goals, in the hope that they will be approved by the next government. Currently, we are in a new phase that we hope would witness the formation of a new government". "This new government must be formed because the political, social, economic, and financial situation can no longer afford any delay without substantial reasons", he said.
He added: "once formed, we have to quickly move towards the adoption of programs that reset people's confidence in the nation, especially on economic and social level." He promised then to cooperate with the municipalities in order to launch real work plans that fully ensure their rights". In this regard, he said: "We have prepared the decree on municipalities’ full revenues. We managed, though the difficult circumstances, to provide the money. Currently the matter is being followed before the issuance of the decree; which will result in the payment of these revenues as soon as possible. Thus, the financial obstacle about which we have lately talked has been overcome, the matter has been set, and we have signed the decree that was sent to the competent authorities in the hope that it will be issued as soon as possible so that payment can be made ".
Khalil continued: "it’s one of the subjects that would not have been delayed until now if the government has been regularly functioning. It is the case of dozens of projects in different fields that cannot bear delay anymore. Our prime concern is to launch public institutions, which requires serious efforts to control chaos, waste, and corruption to reduce our deficit and put ourselves on the path of real financial reform. This is a matter that can no longer be avoided and should be courageously tackled.
"The Regie is one of the institutions that give great hope that the best can be done when there is a will and when each person bears his responsibility according to the laws", he concluded.

Seklaoui
In turn, Seklaoui said: "in addition to its economic role, the Regie plays a developmental and environmental role that it had launched years ago and today it’s paying off." He stressed that "the sustainable development strategy was not mere ink on paper. The Regie was able to direct its contributions to respond to the needs of farmers everywhere," in addition to its priorities of combating smuggling, improving product quality, creating productive workplaces, combating child labor, implementing women empowerment programs, reducing energy consumption, waste sorting, etc.. He pointed out that "in recent years the Regie has been able to support 178 municipalities in the North, South, and Bekaa". "We have seen the positive results of this support and its developmental effects on our farmers and concerned municipalities".
 

Contributions
It should be noted that the contributions included the following villages: Tal Abbas gharbi, Sa’din, and Samuniya in Akkar, Khirbet Selem, Kafra, Haddatha, and Rmeish in Bint Jbeil, Al Ain, Qusranba, and Ali Nahari in Bekaa, Taiba, Shab'a, and Qantara in Marje’ioun, Tura and Sal’a in Tyre, Nabatiyeh Al Fawqa in Nabatieh.
The projects covered by these contributions varied between the construction of public and social halls, the construction of retaining walls, the construction or rehabilitation of ponds, water reservoirs, and irrigation channels, the equipment of artesian wells, the purchase of garbage trucks, the construction of agricultural roads, etc..
