Eng. Seklaoui: Our yearly plan is based on scientific criteria that take into account Lebanon’s economic situation
La Regie Libanaise Des Tabacs Et Tombacs (Regie) held in collaboration with the “Institut des Finances Basil Fuleihan” its 6th yearly meeting for the high ranking owners in which it discussed the administrative draft plan for the upcoming year.

In this regard, the Director General of Regie Engineer Nassif Seklaoui mentioned that the said plan will be based on scientific criteria and will take into consideration the current economic situation. 

During the meeting that was held over two days at the headquarters of Regie in Hadath, certificates were handed over to Regie participants who took part in the “Leadership and administrative development program” held at the American University of Beirut to enhance the leadership skills of high and mid-ranking officials and also to strengthen their concepts of management and planning.

In his opening speech, Eng. Seklaoui noted that the engines of Regie are ability, will and knowledge, stressing that these constituents helped Regie maintain its stability over the past 26 years despite the challenges it faced. He also said “We trust that with these 3 constituents we will be able to achieve more than a lot.”

“The ability is available since we have the finances, the technical resources, and the personnel, as well as the support from the Ministry of Finance. Our team members have the will to take decisions and the desire to continuously change and develop to the better. As for the knowledge, it is manifested in the level of apprehension and awareness that we managed to build and we still work on enhancing this level through experience, training, education, and capacity building.”

Eng. Seklaoui added that excellence and professionalism require investments in training and knowledge management that are at the same level as any other investment. 

He also emphasized that knowledge-based plans have taken a great part of Regie plans, its budget, and even activities in the past 6 years, stressing that the “Institut des Finances Basil Fuleihan” and the teams of Regie played a great role in the success of more than 150 training courses and more than 2,000 trainees in Lebanon and abroad.

In this context, Seklaoui noted that this experience was based on well-studied measures, clear goals, and specific yearly agendas, adding that a lot of workshops have become tangible projects and initiatives. He also mentioned that Regie is studying these trainings and their return on investment. 

Talking about next year’s plan, Seklaoui pointed out that it will be based on scientific criteria that take into consideration the current economic situation.

“Our challenges are bigger, and we have greater resources so we have to enhance our knowledge and skills in planning, management, and communication since our greatest responsibility is towards our institution, employees, national economy, and local community. Every wrong step will be a setback.”

Eng. Seklaoui concluded his speech by stressing that trainings and investments in human resources will continue as well as cooperation with the “Institut des Finances Basil Fuleihan”.

Bissat

For her part, the Head of the Institute, Mrs. Lamia Moubayed Bissat, pointed out that the first half of the year included 200 trainees from Regie and added that 3 specialized certificates were issued for them.

“Together, with the public sector, we organized for the first time a special program for leadership and management.”

She also called on high-ranking officials to take into consideration the financial and economic situation of Lebanon when working on their plans.

The yearly plan

The CEO of HR Works, Mr. Charles Saliba who is a specialized expert, helped in setting the said plan after looking into the challenges related to the strategic planning and operational plans, and the joint thinking in terms of plans for the years 2020-2021.
